Avoiding giving tax before start work...

Avoiding giving tax before start work...
A day , I have to extend my passport. So I went down to Myanmar embassy in Singapore.
At there, I saw a young guy facing that problem.

OK. Let me explain the full story.
He coming Singapore for seeking job. And he got job offer and his company will apply s-pass for him.
At this point come up first problem, that is his passport valid only not more than 3 month. To apply s-pass , his passport validity should have 6 months minimum.
So , he went down to Myanmar embassy for extending his passport.
Here's come second problem, the officer from myanmar embassy told him that he have to pay tax for 6 months in advanced (actually he haven't start work. So does he need to pay tax before work?).
The officer even scold him.
Anyway , this is Myanmar embassy rule (everyone who want to extend their passport, he/she have to pay tax 6 months at least.)

So, what is my suggestion?
Anyone from Myanmar who came singapore to seek job should check his passport expired date.
At least his passport should valid until next 7 months (It is good to have validity of 1 year and more than that).
Otherwise , you will end up like the above guy.
